Subject: Children Education Allowance - Clarification.

The undersigned is directed to refer to Department of Personnel & Training’s O.M. No.12011/03/2008—Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject cited above, and to state that various Ministries / Departments have been seeking clarifications on various aspects of the Children Education Allowance / Hostel Subsidy. The doubts raised by various authorities are clarified as under:

Subject : Consideration of compassionate engagement on GDS posts to Dependants of Gramin Dak Sevaks discharged on medical grounds based on proof of invalidation prior to 14.12.2010 


          A reference is invited to Para 7(d) of this Directorate letter No. 17-17/2010-GDS dated 14.12.2010 wherein it was provided that "this percentage of 10% shall only apply to cover cases of wards of deceased GDS and not to GDS acquiring disability during service defined in the Persons with Disabilities Act, 1995. Section 47 of the Persons with Disabilities Act, 1995 provides that no establishment shall dispense with or reduce in rank an employee who acquires a disability during his service as also no promotion shall be denied to a person merely on the ground of his disability. In case of a GDS acquiring a disability during his service and is considered to be unsuitable for the GDS post he was holding, could be shifted to some other post with the same TRCA." The ceiling of 10% was further removed with revised provisions under this Directorate letter No. even dated 01.08.2011.

one day Strike on 28.02.2012 served by Postal Joint Council of action comprising NFPE, FNPO, All India Postal Extra Departmental Employees Union & National Union of GDS and Bharathiya Postal Employees Federation & its affiliated associations


The Postal Joint Council of Action, comprising of NFPE, FNPO, All India Postal Extra Departmental Employees Union (AIPEDEU) and National Union of Gramin Dak Sevaks (NUGDS) and Bharathiya Postal Employees Federation & its affiliated associations has given a notice to go on one day strike on 28.2.2012.
        The staff may be apprised of the fact that most issues raised in the Charter of demands do not fall within the purview of the Department of Posts. The staff may also be appraised of the facts that the Department is committed to consider the issues raised in the charter of Demands within the frame work of the existing rules and instructions of the Government of India / Department of Posts.
        The following instructions are issued for strict adherence in connection with the proposed strike
01.     No Leave of any kind to any official / GDS except in the case of hospitalization, should be granted during the period of Strike.
02.    Absence will be treated as participation in strike and dealt with as per Rules.
03.    It should be ensured that the employees willing to perform their duties are not harassed / prevented from entering office to perform duty by the striking employees.

Subject : Clarification on Children Education Allowance
Subsequent to issue of Department of Personnel & Training’s O.M. No.12011/03/2008—Estt.(Allowance) dated 2nd September, 2008 and clarifications issued from time to time on the subject cited above, a number of references have been received on certain aspects of Children Education Allowance / Hostel Subsidy. After due consideration of the references, in consultation with the Ministry of Finance, Department of Expenditure, the following modifications/alterations are carried out with effect from the date of issue of this O.M. on pro-rata basis:

 i. Development Fee/Parents’ Contribution charged by the school/institution in lieu of tuition fee shall be reimbursed. The Government servant will have to certify to the effect that tuition fee has not been charged by the school/institution.

 ii. Fee charged directly by the school/institution for catering to the special needs of the child with disabilities, duly certified by the school authorities, shall be reimbursed in addition to items mentioned in para 1(e) of O.M. dated 2-9-2008. The school/institution shall be aided or approved by the Central/State Government/UT Administration or whose fees are approved by any of these authorities.

Rulings on collection of premia in RPLI

A claim case in r/o RPLI Policy is rejected as the policy is lapsed at the time of death of the insurant. In the said case the policy was accepted during Apr-09 and the insurant had paid premium up to Aug 10 (He had paid 17 months premia) and died during Jan 11. Premia from Sep 10 to Jan 11 (5 months) became non credit. While verifying the PRB it is found that the monthly premia for Jul 10 and Aug 10 have been irregularly accepted in Dec 10. As per POIF rules part payment of premium should not be accepted.

Revised procedure for Implementation of Redesigned Network for First Class Mail

RO has ordered the following changes in the implementation of Redressed Network for First Class Mail

Para No.3:- (action at Post Office)
All HOs / SOs in this Region will close the following bags:-

a)    ‘L’ Bag containing first class TD Unregistered mail disposable by concerned L1 / L2 office.
b)    ‘R’ Bag containing TD Registered articles disposable by concerned L1 / L2 office.
c)    ‘L’ Bag containing first class Non-TD Unregistered mail disposable by linked L1 / L2 office.
d)    ‘R’ Bag containing Non-TD Registered Mail disposable by concerned L1 / L2 office.
e)    One Transit Bag (TB) for the linked L1 or L2 Mail Office containing 2 (two) ‘L’ & 2 (two) ‘R’ Bags mentioned at (a) to (d) and Account Bag (A/c Bag) from the SO to the respective HO, suitably invoicing in the TB List.
Para No.4:- (action at RMS office)

a)    The L2 Mail Offices, on opening the ‘L’ Bags containing Non-TD First Class Unregistered Mails from the HO / SO will consign them to the linked L1 office in a separate ‘L’ Bag, naming the L1 Mail Office.

b)    The Registered Bags for Non-TD mails will be enclosed in RTB and despatched to the linked L1 office, suitably invoicing in the RTB List.

c)    The Account Bags (A/c Bags) from the SOs to the concerned HO will be despatched as usual as at present, by the concerned L1 / L2 Mail Office.

The HOs / SOs will prepare justified Labelled Bundles (LBs) and Registered Bundles (RBs) COMPULSORILY as per the existing instructions and include in the respective TD / Non-TD Bags to the linked L1 / L2 Mail office.  The PMs / SPMs are kindly requested to ensure this by suitably manning the Mail Branch by one PA. 

The Registered Bags from Post Offices and L1 / L2 offices should be closed only with Barcode Labels and the SPMs and PMs will ensure this and also ensure that the registered articles are processed only through the R-Net Software.

The PMs / SPMs / APMs will take all necessary action to effect the Mail arrangements w.e.f 15-02-2012.  All other instructions issued in this Office letter of even No. dt 15-2-2012 will be followed by all concerned scrupulously. All the sub divisional heads will ensure that all the above said mail arrangements are properly carried out at all PO’s

Application form for Children Education Allowance



Examination for appointment as PO & RMS Accountant

The Departmental Examination for appointment as PO & RMS Accountant will be conducted on 15.04.2012 (Sunday). The last date for receipt of application will be 09.03.2012 at Divisional office.  The following will be the time table.

2.         The syllabus for the examination will be as contained in Directorate letters. No. 9-2/89/SPB II dated 10.11.89 and 17.01.90 communicated in C.O. lr. no.REP/12-1/89/Rlgs dated 6.12.89 and 31.01.90 respectively.  The candidates may write the examination in English or Hindi.

3.         All the candidates who fulfill the prescribed conditions as per Rule 273 of Postal manual Volume IV will be eligible to apply for the examination irrespective of the fact whether or not there is a vacancy in the division to which he/she belongs. The vacancy position for the above examination will be announced later.

4.         The intending candidates may apply through proper channel so that the application reaches this office on or before 09.03.2012.  Applications received after the target date will not be entertained on any account.  The prescribed application form can be had from this office on requisition.  The candidates should enclose 2 recently taken passport size photos (one duly affixed in the application and other pinned up with the application)

5.         The applicants may also be informed that applications upto 15 times of the vacancy will be entertained according to their seniority and the rest are liable to be rejected.  Candidates who had obtained exemptions in any paper in the previous examinations will be allowed in the excess of the limit if by seniority they do not come within the purview of selection zone as per sub rules (F) of rule 273 of P&T Manual Vol.IV.  Also the seniority for appointment to the post of PO&RMS Accountant will be determined according to the year of passing the examination.
