            Sub      :           Name boards, Letter boxes & advertisement with new logo - reg

            This is regarding Name boards, Letter boxes & advertisement displayed with old logo. The Director of Postal Services, Coimbatore has intimated that even after introduction of new logo, he still find the old logo displayed in many POs and other buildings. Sometimes on the office name boards, notice boards, advertisements and sometimes on letter boxes. Further DPS has asked to take immediate action to change it to our new logo and the old logo shall not be displayed anywhere.

            Hence all are requested to look into this matter and send your report to this office if they find old logo any where for taking immediate action.

Sub : Introduction of healthcare facilities to GDS – Collection of data - reg

This is regarding introducing healthcare facilities to GDS officials on the lines of Rashtriya Swasthya Bima Yojana by Ministry of Labour an Employment. The scheme is one amongst various one year agenda items of the Hon’ble Ministry of Communication & IT with time sensitiveness and the time lines with action taken are periodically being monitored personally by Hon’ble MOC & IT. The scheme is likely to be introduced shortly subject to approval by the Ministry of Finance. The salient feature of the scheme is furnished below.

  • GDS [engaged on regular basis] having one year or more service shall be covered under the scheme. Thus, provisionally engaged and substitutes would not be eligible to be covered under the Scheme.
  • Total five members of the family of the GDS including GDS will get coverage
  • The Scheme covers existing health problems including those occurring subsequent to getting coverage
  • The Scheme covers all health problems requiring hospitalization.
  • GDS & his family members (maximum 5 in all) shall be entitled to coverage for expenses up to Rs. 30000 per annum.
  • Tests and medicines one day prior to hospitalization and five days after discharge from hospital including treatment and Rs. 100 for travel expenses shall also be payable at the time of discharge subject to a maximum of Rs. 1000/- per year. The amount of travel expenses is inclusive in the total coverage of Rs. 30000.
  • Annual premium per GDS & his family will be contributed equally by the GDS in advance and the Government
  • On discharge on attaining the age of 65, GDS will be covered up till the last day of the existing policy and for the further coverage; GDS will have the option to avail the scheme at his own cost without any contribution from the Government. In case of death; they will only be covered till the last day of the existing policy. In case of absorption on regular posts, they will have the option to avail either the existing scheme or the CS (MA) Rules, 1944/CGHS facilities.
  • The inpatient treatment shall be available through Government Hospitals and private hospitals empanelled by the insurance company. GDS or his/ her family members can use any hospital across India which is empanelled in RSBY
  • The treatment will be through using a smart card carrying details and identification of GDS and his family members in any of the empanelled hospital at the choice of the GDS or his family member.
  • The insurance company will directly make payment of the bill subject to overall limit of Rs. 30000/- per year for GDS and his family (all inclusive). Ministry of Labor and Employment has fixed the amount for various treatments and in most of the cases; the cost on treatment does not exceed the insured amount. However, in cases where the limit gets crossed, the amount over and above this limit shall be met by the GDS out of his pocket.
  • Cost of smart card to the GDS and his family shall be borne by insurance company and will be part of the premium.
  • Cost of registration fee of Rs. 30/- is paid to the SCSP [rep of insurance company], who collects it on behalf of the State Nodal Agency, at the time of registration and is to be borne by the GDS beneficiary over and above the premium contribution.

As the date of the beneficiaries is vital in implementation of the scheme, a hard copy in MS Excel format as per annexure II (sent via e-mail) is to be prepared in which the details of regularly engaged GDS officials completing one year’s service as on 01.05.2013. Similar data in respect of regularly engaged GDS will be prepared on separate sheets as on 01.06.13, 01.07.13 and so on separate sheets.

All the PMs and SPMs are hereby instructed to collect the information of all the GDS official under their control in the prescribed format (annexure II) in the MS Excel format in both soft and hard copy and submit the same to the Sub Divisional heads concerned for verification on or before 25.06.2013, who in turn will verify the correctness of all the information and forward the same to this office on or before 28.06.2013.

The Procedural guidelines for filling the Proforma is also mailed to your office mail id. The information is to be submitted to Directorate and time bound. Therefore the Sub Divisional heads are requested to adhere the time line and submit the information to this office positively.

42nd UPU Letter Writing Competition to be held on 06.01.2013


The Department of Posts has proposed to conduct 42nd Universal Postal Union (UPU) letter writing competition at Namakkal on 06.01.2013. Applications are invited from the students by the Superintendent of Post Offices, Namakkal Division, Namakkal on or before 24.12.2012 with required certificates / information. The detail of the competition is furnished below.

Since the competition is going to be conducted at National level, it is requested to nominate the best entries from your school and forward the applications in the prescribed proforma enclosed herewith for each student directly to the Superintendent of Post Offices, Namakkal Division, Namakkal – 637002 before last date to this office.

Observance of Sadbhavana Diwas Day on 17th August 2012

            Sub:    Observance of Sadbhavana Diwas Day on 17th August 2012 - reg
           
            As you are aware, 20th August is observed as “Sadbhavana Diwas” every year. This year, the 20th August is falling on Monday which is a Gazetted holiday for Central Government offices on account of Idu’l Fitr. 18th and 19th August, 2012 being Saturday and Sunday, are also closed holidays. Therefore, this year,  the Sadbhavana Diwas Day may be observed on 17.08.12012. The objective behind observance of this day is to be promote national integration and communal harmony among people of all religions, languages and regions and to eschew violence and to promote goodwill among the people. To promote this idea further, the fortnight beginning from 20th August to 3rd September, 2012 is observed as “Communal Harmony Fortnight” every year. An important feature of observance of the “Sadbhavana Diwas” is pledge taking ceremony.
           
            Hence all are requested to take pledge on 17.08.2012 at all the operative / administrative office at 1100 hours.

Departmental Scholarships for Technical / Non Technical / ITI education to the children of Postal employees including GDS for the year 2012-13

Applications in the prescribed from ( specimen enclosed ) for granting departmental scholarships for Technical / Non Technical education & ITI courses to the children and dependent brothers and sisters of Postal Employees including Extra-Departmental staff and staff of Departmental canteens for 2012-13 are invited from all eligible officials. Applications are also invited for scholarships for their physically handicapped / mentally retarded children who are studying in schools (including primary schools) or colleges or undergoing training in the institutions for the handicapped.

The conditions for granting scholarships are:

1.         Basic pay plus grade pay of the official should not exceed Rs.25,120/- (including the pay of the spouse, if he/she is employed. If the Basic pay + G.P is less than Rs.9060/- they are categorised as Financially Backward (FBC). However, there is no restriction on salary limit in respect of I.I.T (Indian Institute of Technology) Courses.

2.            Technical or Non – Technical scholarship can be awarded to only one of the ward of an official. However, claim for award of scholarship to more than one ward can be considered, only if there are enough funds available after awarding scholarships to all the applicants.

3.            If the ward of the official is in receipt of scholarship or of financial assistance / free scholarship if any from any other source, he / she is not eligible for departmental scholarship.

4.            Degree courses in Fine Arts will also be eligible for non – technical scholarships. But P.G Courses and +1 and +2 courses are not eligible for grant of Departmental scholarship. Officials already in receipt of scholarships for their wards need not apply afresh for the same ward.

6.            ELIGIBILITY : The ward should have got the following minimum percentage of marks in the qualifying examination. Those who obtained lesser percentage need not apply.

3.      SC/ST/FBC (BP+GP less than Rs.9060/- pm)   -           50%

7.           Instructions for filling up and forward the applications :

(i).The signature of the head of the Institution / College and the signature of the Head Postmasters concerned should be obtained in the application form.
(ii).The applications should be submitted along with necessary attested copies of certificates.
(iii).Basic pay and grade pay should be shown separately at column 4 (a) & (b).
(iv). If the official already getting scholarship for another ward, the sanction memo No. and date should be furnished to Col.F of the application.
(v).All the applications should be forwarded through the Head Postmasters concerned and not to this office directly. While forwarding the applications to this office the Postmaster should verify the relevant columns and confirm whether the official is contributing to the Circle Welfare Fund regularly.
(vi).The applications received at Head Post Offices should be submitted in bulk to this office on or before 07.09.12.
(vii). The applications received after the due date at HO may not be submitted to this office.

            This may be please be given wide publicity and circulated to all the officials including GDS and officials who are on leave, deputation, training etc., without fail. Any compliant regarding non circulation of this circular received at a later date will be viewed seriously and any applications received after the due date will not be entertained.
