Performance related incentive to Group A Officers of Central Government


The Sixth Central Pay Commission has recommended the introduction of new performance based pecuniary benefit, over and above the regular salary, for Government employees. The benefit will be called Performance Related Incentive Scheme (PRIS) and will be payable taking into account the performance of the employees during the period under consideration. The recommendation has been accepted by the Government. Guidelines are being worked out through inter-departmental consultation.
Rule 16(3) of the All India Services (DCRB) Rules, 1958has been amended on 31st January, 2012 which provides that the Central Government may in consultation with the State Government concerned, require a Member of the All India Service (AIS) to retire from Service in public interest, after giving such Member at least three month’s previous notice in writing or three month’s pay and allowances in lieu of such notice-
(i) After the review when such Member completes 15 years of qualifying Services; or
(ii) After the review when such Member completes 25 years of qualifying Services; or
(iii) Attains the age of 50 years, as the case may be; or
(iv) If the review referred to in (i) or (ii) above has not been conducted, after the review at any other time as the Central Government deems fit in respect of such Member.
So far as Central Government employees are concerned, Government in public interest may retire any Government Servant after he has attained the age of 50/55 years or after completion of 30 years service by giving him notice of not less than three months in writing or three months pay and allowances in lieu of such notice.
This was stated by the Minister of State for Ministry of Personnel, Public Gruievances and Pensions and the Minister of State in the Prime Minister’s Office, Shri V. Narayanasamy in a written reply in Rajya Sabha today.

Receipt of Application for TNPSC Examination – preparation of RBs and Direct “R” bags / “L” bags


A copy of C.O lr.No.ML/200-13/2012 dated 16.03.12 communicated vide RO lr.No.ML/R/20166/2011 dated 19.03.12 is reproduced below for information and necessary action.

            It is observed that TNPSC applications are being received from all Regions at CCRC, Anna Road Sorting without preparation of justified RBs, which leads to dumping of applications at CCRC, Anna Road.

            Hence, it is requested to instruct the staff concerned at the booking Post Offices and mail offices, to prepare justified RBs or close Direct “R” bags / “L” bags (if received as unregd) directly to the destination in order to avoid re-handling and delay to mails. These mails may not be dumped at any mail offices.

PMG (CCR) is requested to make special arrangement for delivery of such “R” bags / “L” bags.

            I am directed to intimate that, this special arrangement is a one time exemption and applicable to only to TNPSC applications.

Most useful Health Tips for Summer Season

  6. Wear Sunglasses. Sunglasses protect your eyes from the sun's Ultra Violet rays.
  7. Maintain your energy levels by limiting your intake of fat and sugar, focus on carbohydrates, fruits and vegetables and go for coolers and cool juices.
  8. Before leaving for vacation pack few items such as calamine lotion, baking soda because that will help with itchy or painful insect bites.
  9. If you have allergies and plan to be traveling/vacationing, find out which plants will be pollinating in your vacation spot
  10. If you are feeling ill, go to a doctor. An average of 400 people die each year in the United States due to extreme heat.
  11. You have to skip or reduce alcohol consumption in the summer.
  12. Stay away from indoor GYM, enjoy the summer. Do some outdoor activities. Participate in outdoor sports. Gardening is yet another exercise which helps you to reduce stress.
  13. Wear eye gears to protect your eyes from UV rays and during summer eyes are very prone to infections.
  14. You sweat more during summer. So be clean always.

செடிவளர்ப்பு
வீட்டில் இடமிருந்தால் செம்மண், மணல் சிறிதளவு சேர்த்து தொழு உரம், தென்னை நார்க்கழிவு மண், மண்புழு உரம் ஒரே அளவு சேர்த்து செடி வைத்தால் 45 நாட்களில் வேர் பிடித்துவிடும். வெயில் அதிகம் படாத வகையில் நிழல் வலை அமைத்தும் செடிகள் வளர்க்கலாம். குறிப்பிட்ட சில தினங்களுக்கு ஒருமுறை கிளைகளை வெட்டிவிட வேண்டும்.

உரமிடுதல்

நாட்களுக்கு ஒரு முறை மண்புழு உரம், இயற்கை உரம், வேப்பம்புண்ணாக்கு சமஅளவு கலந்து உரமிட வேண்டும். செடிகளில் தண்ணீர் ஈரப்பதம் எப்போதும் இருக்கவேண்டும். ரோஸ் செடிகளை வெயிலில் வைக்க வேண்டும். ஆர்கிட், அந்தூரியம் ஆகிய செடிகளை குறிப்பிட்ட வெப்பநிலையில் பாலிஹவுசில் தான் வளர்க்க வேண்டும்.

தண்ணீர்ஊற்றுதல்
கோடை காலத்தில்தான் செடிகளின் வளர்ச்சி நன்றாக இருக்கும். மழைக்காலத்தில் செடிகள் செழிப்பாகஇருக்கும். நோய் இருந்தால் கிளைகளை வெட்டி வெயில் இல்லாத நேரங்களில் மருந்து தெளிக்க வேண்டும். கோடை காலத்தில் காலை, மாலை வேளைகளில் முறையாக தண்ணீர் விட்டு பராமரிக்க வேண்டும். பகல் நேரத்தில் செடிகளுக்கு தண்ணீர் ஊற்றக்கூடாது.

பூந்தொட்டிகளில்பூக்கள்
பூந்தொட்டிகளை குறிப்பிட்ட தினங்களுக்கு ஒருமுறை மாற்ற வேண்டும். அழகு செடிகளைப் பயிர் பெருக்கம் செய்வதற்கு தண்டு துண்டு முறை, பதியம் போடுதல், பாகம் பிரிப்பு, மொட்டு கட்டுதல், ஒட்டு கட்டுதல் போன்ற முறைகளை கையாளலாம். கார்னேஷன், செவ்வந்தி, ரோஜா, கொய்யா, மாதுளை, எலுமிச்சை, மேற்கிந்திய செர்ரி, லிட்சி, குரோட்டன்ஸ், ரம்பூட்டான், கறிப்பலா போன்றவை இம்முறையில் வளரக் கூடியவை. இதற்கான ஆலோசனைகளை வேளாண் பல்கலைக்கழகம் அல்லது வேளாண்துறையின் தோட்ட கலைத்துறையில் பெறலாம்.

Revision of interest rate for car, motor cycle / scooter advance


Interest rate for GPF, CPF and other provident funds hiked to 8.6%


In the resolution F.No: 5(1)-B(PD)/2011 dated 19.03.2012, the Ministry of Finance has announced that the following Provident funds in which Central Government Employees subscribe for their retirement benefit will carry interest at the rate of 8.6% with effect from 01.12.2011.  However, the these provident funds will remain to fetch interest at the rate of 8% from 01.04.2011 to 30.11.2011.

1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

Online Data base of blood donors

           A copy of DO lr.No.DPS/Misc/2012 addressed to DPS(HQ), O/o the CPMG, TN Circle, Chennai – 600 002, communicated vide RO lr.No.WLF/Genl/Misc dated 14.03.12 is reproduced below for information and necessary action.

            “ I am glad to inform you that online data base of blood donors was provided in the website of Regional Office, Kurnool i.e., www.knackpost.com. Using this facility, any blood donor, either departmental official or outsider or general public can register themselves as blood donors by furnishing their name, location, blood group. Since the mobile numbers are available, blood donors can be directly contacted by the needy people. This facility can be availed for free of cost. It is requested to publicize the facility among the staff and general of your region, so that precious lives can be saved in case of emergency.”

            It is requested that wide publicity may be given to the contents of the above said matter by exhibiting in the office notice board as well as in prominent places of post offices.

The Income Tax Rates applicable for the financial year 2012-13 (Assessment year 2013-14)  have been revised. The following is the New Income Tax structure for the year 2012-13.

Central Government contemplates to introduce new Health Insurance Scheme for the serving employees and pensioners in non CGHS areas...

The Central Government has once again declared, the New Health Insurance Scheme for Central Government employees and Pensioners is on consideration to extend on non CGHS cities.

Now, the serving Central Government employees in non CGHS places are provided medical facilities under CS(MA) Rules, 1944. Pensioners are not covered under these Rules. They are getting very little amount of Rs.300 per month as Fixed Medical Allowance in lieu of medical facility. Whereas the pensioners residing in non CGHS areas have the option to become a CGHS member in any CGHS covered city of thier choice to avail the medical facilities under the scheme.

The Central Government has finally decided to implement the Performance Related Incentive Scheme (PRIS) recommended by the Sixth Pay Commission for all Central government employees.

Minister of State for Personnel V.Narayanasamy told in Rajya Sabha with a written reply, the recommendation has been accepted by the Government, Guidelines are being worked out through inter-departmental consultation.

Revision of stitching charges of uniform/livery items supplied to the canteen employees working in Non-Statutory Departmental Canteens

OFFICE MEMORANDUM

Subject :- Revision of stitching charges of uniform/livery items supplied to the canteen employees working in Non-Statutory Departmental Canteens/Tiffin Rooms located in Central Govt. Offices – regarding.

The undersigned is directed to refer to this Department’s O.M. No.18/3/2003-Dir., dated 8.7.2005 and 5.5.2006 wherein stitching charges to be provided for woolen pant and woolen salwar in respect of employees of Non-Statutory Departmental Canteens/Tiffin Rooms functioning under Central Government Offices were prescribed. These stitching charges have since been reviewed in consultation with Home(Finance) and it has been decided to revise stitching charges for woolen pant to Rs.180/- and for woolen salwar to Rs.60/-. These would be admissible once in two years.

2. The rate of stitching charges for other iterms of uniforms as admissible to canteen employees would be as per the rates notified by this Department vide O.M. No.14/1/2010-JCA2, dated 18.4.2011(copy enclosed).

3. This issues with the concurrence of Home Finance Division vide their ID No. CF-93287, dated 19.01.2012.
