Sub   :         Standardization and enhancement of Security features in Cheque forms migrating to CTS 2010 standards – reg

The instructions on the above said subject issued by RBI vide lr.no.RBI/2012-13/444 dated 18.03.13, communicated vide RO lr.no.TCA/Misc/2012/CTS dated 26.03.13 is furnished below for information and necessary action at your end.

a. All cheques issued by banks (including DDs / POs issued by banks) with effect from the date of this circular shall necessarily conform to CTS-2010 standard.

b. Banks shall not charge their savings bank account customers for issuance of CTS-2010 standard cheques when they are issued for the first time. However, banks may continue to follow their existing policy regarding cheque book issuance for additional issuance of  cheques, in adherence to their accepted Fair Practices Code.

c. All residual non-CTS-2010 cheques with customers will continue to be valid and accepted in all clearing houses [including the Cheque Truncation System (CTS) centers] for another four months up to July 31, 2013, subject to a review in June 2013

d. Cheque issuing banks shall make all efforts to withdraw the non-CTS-2010 Standard  cheques in circulation before the extended timeline of July 31, 2013 by creating awareness among customers through SMS alerts, letters, display boards in branches/ATMs, log-on message in internet banking, notification on the web-site etc.

e. A progress report in this regard to be submitted to this department in the format prescribed in the annex, enabling monitoring of the progress made by banks in respect of migration to CTS-2010 standard cheques.

f. In addition, the bank-wise volume of inward clearing instruments processed in the Cheque Processing Centers will be monitored with respect to the CTS-2010 / non-CTS-2010 standard cheques presented on them.

g. No fresh Post Dated Cheques (PDC) / Equated Monthly Installment (EMI) cheques (either in old format or new CTS- 2010 format) shall be accepted by lending banks in locations where the facility of ECS/RECS (Debit) is available. Lending banks shall make all efforts to convert existing PDCs in such locations into ECS/RECS (Debit) by obtaining fresh mandates from the borrowers.

         It is once again reiterated that old cheques should continue to be accepted at the counter of the Post Office for withdrawal till new cheque books are not supplied to the POSB customers. This may be brought to all the official for information.

Updating of report on No.of Examination Insured Parcels booked in c/w HSC / SSLC Examination



All the Postmasters and SPMs were instructed to Update the report on No.of Examination Insured Parcels booked in c/w HSC / SSLC Examination w.e.f 01.03.2013 in the link created with this office blogspot. Few of the SPMs are entering the booking figure from 25.03.2013 instead of from 01.03.2013. hence all are requested to update the same details from 01.03.2013 to as on date now and the same may be uploaded everyday afterwards.


But the Only the SPM, Sankari Drug and Sankari West SO has uploaded the report till date. Nice work done by them and they will please keep it up.

Sub      :           Visit Report of PMG (MM), Chennai at Salem Jn RMS - reg

The Postmaster General (MM), Chennai had visited Salem Jn RMS/2A on 14.03.13 and his observations are furnished below for your information and necessary action.

v  Articles from Namakkal BPC with frank impression of 13.03.13 are seen received only today (14.03.13). Further the articles received were private printed ILCs which were violating the conditions prescribed. Flaps were not pasted and A4 size papers were just folded into 3. Since such irregular acceptance leads to leakage of revenue.

v  The SPMs of Paramathi and Chittalandur SO had prepared district bundles of Namakkal division instead of TD and Non-TD bundles, which is not relevant in the new MNOP concept.

v  Tiruchengodu HO had sent large volume of franked article which are printed ILCs Posted by Life Insurance Corporation of India, Tiruchengodu. The article were bearing franked impression of 12/03 and 13/03.

The Postmaster, Namakkal and Tiruchengodu are hereby instructed to ensure the dispatch of franked articles on the same day itself without any delay. Severe instruction may be issued to all concerned to ensure that the private ILCs and other articles are in prescribed size and weight and verify whether sufficient postage have been paid for the article and should take immediate action to avoid leakage of revenue in future.

      The SPMs of Paramathi and Chittalandur are also instructed to prepare the bundles as per the new MNOP concept with TD and Non-TD for all type of articles without delay.

      All the above said instructions should be followed scrupulously by all concerned.

      The PM, Namakkal, Tiruchengodu and the SPMs of Paramathi, Chittalandur will please send their compliance report to this office on or before 30.03.2013
