Sub: Clarification regarding Relaxation for travel by air to visit NER/J&K against All India LTC.

Reference is invited to this HQrs. office circular of even No. dated 28.12.2011 on the above subject.

2. In this connection, D0P&T have further clarified vide their OM No.31011/8/2010-Estt.(A) dated 18th January 2012 that "a Government employee can avail All India LTC to visit J&K by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the J&K from Delhi or Amritsar. Journey upto Delhi / Amritsar will have to be taken as per their entitlement. Also a Government employee can avail All India LTC to visit NER by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the NER from Guwahati or Kolkata. Journey upto Guwahati/Kolkata will have to be taken as per their entitlement”.

Observance of Silence on 30th January, 2012 in memory of those who gave their lives in the struggle for India’s freedom


            As we aware that January, 30th of every year is being celebrated as Martyr’s Day through out the country, in the memory of those who gave their lives in the freedom struggle for India’s freedom. In the memory of martyr’s of India’s freedom fight, silence will be observed from 1100 hours to 1102 hours for two minutes on 30.01.2012.

        Hence all officers / staff of the Department are requested to kindly make it convenient to attend the ceremony and observe the silence.

Supply of A4 sheets


It is observed that some of the SPMs have been purchased the A4 sheets locally for taking eMO printouts without obtaining permission from Divisional Office. It is also came to know that now the OAP MOs are being booked as eMOs at Namakkal Taluk. Hence the SPMs are requested to place indent for A4 sheets at this office if any required and not to meet local purchase.

Expected DA from Jan 2012

Perhaps it is very early to calculate the status of  additional Dearness allowance from January, 2012 for Central Government employees and Pensioners, before releasing the AICPIN for the balance of three months i.e., October, November and December. We can assume that the AICPIN will certainly go up, because of the essential commodities prices are going high with non stop.

Anyway we can assume the additional Dearness allowance from January 2012 will be minimum 7%. The existing Dearness allowance is 58%, it will become as 58% + 7% = 65%.

Approximate Arrear amount for the loss of one increment, whose DNI falls between Feb-Jun before 6th CPC

The approximate arrear amount calculation has been made for the loss of one increment in pre-revised scale, for those date of increment falls between Feb-Jun.

The table express the total amount of arrear from 1.1.2006 according to the increment amount.

This is the general calculation for all Central Government employees, not included the Overtime, Incentive and other benefits.

It is deeply regretted and informed that Shri.D.Jagadeesan, GDSMD, A.Thalaiyur BO a/w Mc Donald Choultry SO passed away on 25.01.2012

Half Yearly Enumeration of Unregistered Postal Articles for the period

·         This is regarding Half Yearly enumeration of unregistered postal articles to be conducted from 08.02.2012 to 21.08.2012 (Both days inclusive). The statistics of the department are complied from these returns and the value of the enumeration depends upon the intelligence and accuracy with which it is made. PMs/SPMs and BPMs are therefore required to give personal attention to this work. The profarma prescribed for noting the enumeration is enclosed herewith.

·         The enumeration must be made daily by each PM/SPM/BPM of the number of ordinary unregistered articles of the letter mail and unregistered parcel given out for delivery to the Postmen, GDS MD and from the window.

·         The different classes of postal service articles of the unregistered letter mail should also be counted separately and the total number of articles of each class should be shown in the enumeration return against the appropriate head.

·         The SPMs and PMs should pay their personal attention and count all types of unregistered mails received everyday from 08.02.2012 to 21.02.2012 and note down the same in the proforma immediately.

·         The SPM’s should, after consolidating the return figures received from the BO’s and forward the consolidated report to the HO on or before 23.02.2012.

·         And the HO in turn by consolidating all the figures received from SO’s along with HO figure and should submit the returns to D.O on or before 25.02.2012 and also send a soft copy to the email id spo_namakkal@rediffmail.com of D.O on that day itself.

·         The Postmaster should keep the statistics received from the SOs at his office itself safely.

            The SPM’s will instruct the BPM’s under their control through BO slip sending a copy of the proforma to each BO. Failure to maintain the enumeration figures and submit the return in time will be viewed seriously.

Rotational Transfer-2012- Notification


            The Rotational transfer for the year 2012 is due in February 2012. The officials those who have joined their present office on or before 30.09.2008 are due to be rotated during February 2012. A list showing the names of the officials who are completing the tenure and due for rotation is shown in Annexure-I. A list showing details of vacant posts likely to be filled up is furnished in Annexure-III.

2.         All the officials who are completing tenure will please intimate three to five offices/ posts of their choice in the order of preference to which they would like to be posted.

3.         Posting of officials will be considered on seniority cum suitability.  Posts in the SB branch will be filled up by those officials who have qualified in SB aptitude test, to the extent possible.

4.         Where requests from officials for posting for a particular station are pending for a long time for one reason or other, their requests will be considered by transferring officials from the particular station who have been staying for a long time in that station to accommodate the officials whose requests are pending, in accordance with DG’s instructions.

5.         The officials are also informed that if they are transferred to any post office in the vicinity (within a reasonable distance of their choice) their requests will be treated as having been granted and they will have no further claim to have another transfer to the place of his/her original choice. Those who have already applied for a particular office or post are again required to apply in response to this circular.

6.         If any omissions/mistakes in the particulars in the Annexures are noticed, it may be brought to the notice of this office immediately before 03.02.2012

7.         Heads of office will please circulate this to all officials under their office including those who are on leave, deputation, training etc under acquittance.

8.         Letters of willingness should be forwarded so as to reach this office on or before 03.02.2012. If no request is received from the tenure completed officials, it will be presumed that the official is willing to join any posts/offices.  Any requests after the last date will not be entertained.

9.         Those who seek extension of tenure may forward their representations addressed to the Postmaster General, Western Region (TN), Coimbatore 641002 in duplicate, so as to reach this office on or before 03.02.2012. They should also have given their request indicating places of choice for Rotational Transfer 2012 separately. This has to be furnished invariably to meet the situation, if the extension of tenure is not considered for any reason.

10.       The officials are informed that their requests will be considered to the extent possible. But it can not be guaranteed that an official will be transferred to any one of the office/ post of his/her choice only. He/ She can be transferred to any other office/ post also in the interest of service according to the exigencies of service. 

11.       For computerised offices and Divisional office, officials with adequate knowledge in operation of computer/typing will be given preference. Officials who have not completed tenure also can send their requests and it will be considered to the extent possible, without TA/TP. However this cannot be claimed as a matter of right if their requests are not considered.

12.       It is informed that officials of single handed and double handed post offices can have only one posting in each such office during the service period.

13.       All SPM vacancies are likely to be filled up. Filling up vacancies in PA cadre is subject to the availability of staff.
