Sub: Rotational transfer for the year 2016 –
Reg.
The Rotational transfer for the year 2016 is due in March 2016. The officials
those who have joined their present office on or before 30.09.2012 are due to
be rotated during March 2016. A list showing the names of the officials who are
completing the tenure and details of the vacancies arising in the year 2016 are
furnished in Annexure-I. A list showing details of vacant posts likely to be
filled up is furnished in Annexure– II.
2.
All the officials who are completing their tenure will please intimate a
minimum of three to five offices/ posts of their choice in the
order of preference to which they would like to be posted, so as to reach this
office on or before, 19.02.2016. If no request is received
from the tenure completed officials, it will be presumed that the official is
willing to join any posts/ offices. Requests received after the last date
will not be considered. It should be presumed that once the preferences are
given the official is willing for any of these preferences

Posting of officials will be considered on seniority cum suitability.
Preference will be given to tenure completed officials when compared to other
requests. Posts in the SB branch will be filled up by those officials who have
qualified in SB aptitude test, to the extent possible.

Where requests from officials for posting for a particular station are pending
for a long time for one reason or other, their requests will be considered by
transferring officials from the particular station who have been staying for a
long time in that station to accommodate the officials whose requests are
pending, in accordance with DG’s instructions.
5.
The officials are also informed that if they are transferred to any post office
in the vicinity (within a reasonable distance of their choice) their requests
will be treated as having been granted and they will have no further claim to
have another transfer to the place of his/her original choice. Those who have
already applied for a particular office or post are again required to apply in
response to this circular.
6.
If any omissions/ mistakes in the particulars in the Annexure are noticed i.e.,
any grievances in the RT notification such as completion or non completion of
tenure, notification of their names, etc., may be brought to the notice of this
office immediately before 19.02.2016.
7.
Heads of office will please circulate this to all officials under their office
including those who are on leave, deputation, training etc under acquittance.
8.
Those who seek extension of tenure may forward their representations addressed
to the Postmaster General, Western Region (TN), Coimbatore 641002 in duplicate,
so as to reach this office on or before19.02.2016. They should
also have given their request indicating places of choice for Rotational
Transfer 2016 separately. This has to be furnished invariably to meet the
situation, if the extension of tenure is not considered for any reason.

The officials are informed that their requests will be considered to the extent
possible. But it cannot be guaranteed that an official will be transferred to
any one of the office/ post of his/ her choice only. He/ She can be transferred
to any other office/ post also in the interest of service according to the
exigencies of service.
10.
For CBS offices and Divisional office, officials with adequate knowledge in
operation of computer/ typing will be given preference. Officials who have not
completed tenure also can send their requests and it will be considered to the
extent possible, without TA/TP. However this cannot be claimed as a matter of
right if their requests are not considered.
11.
It is informed that as per Directorate’s orders vide letter No.8-4/2005-INV
dated 22.09.2005, 12.01.2012 and 05.12.2012, in respect of single handed
and double handed post offices, request of an official, who had earlier served
in the single/double handed office to be posted back to the same office or
other single and double handed office in the Division, will be considered by
the Divisional Heads subject to the following conditions:
i)
The Divisional Heads will satisfy himself/ herself about the antecedents and
character of the officials for whom the proviso are being relaxed; and a note
to this effect will be given in the file.
ii)
No official will be posted back to the same single handed/double handed post
offices on transfer/deputation or otherwise before a break of full tenure
period.
12.
The Directorate’s orders vide letter no. 6-06/Raj-01/2005-Inv dated 06.11.2006
will be strictly adhered to. As per Directorate’s orders, verification of
antecedents of Postal Officials before posting them as Sub Postmasters in
charge of Single handed and double handed SOs are required to be done.
13.
No official should bring forth any external or outside influence for their
transfer. Representations for or any against the transfer should be addressed
by the concerned official only to the competent authority, and not through any
third party. There should be no resorting to any sort of unfair means, giving
and accepting bribes for postings and transfer. If any such instances came to
light, severe action will be taken.
14.
All SPM vacancies are likely to be filled up. Filling up vacancies in PA cadre
is subject to the availability of staff and work load in the offices.
15.
Any official willing to work as Marketing executive of
Namakkal HO/ Tiruchengodu HO may indicate it in their representation.
