Departmental Competitive Examination for filling up of the posts of Postmen/ Mail
Guard as per revised recruitment rules - Exam to be held on 20.01.2013 - reg
The Postman /
Mail guard Examination for the vacancies for
the year 2011, 2012 and 2013 will be held on 20.1.13 in
accordance with the orders contained in Chief PMG, TN Circle, Chennai letter
No. REP/5-1/PM-MG/Exam/2012
dated 15.10.12 and PMG, WR, Coimbatore letter No. REP/22011/12 dated 15.10.2012
and as per the instructions issued on the subject from time to time.
2. The examination will be held
for all the Postal / RMS divisions/units in Western Region on the same day.
3. Conduct of exam:
a) In respect of Postman Cadre, the exam will be
conducted as per Postmen/ Mail Guard (Amendment)
Recruitment Rules 2012, communicated by Directorate vide letter No.
44-14/2009-SPB-I dated 12.07.2012, as the amendment has been given only for the
post of Postman.
b) In respect of Mail Guard Cadre, the exam will be
conducted as per Postmen/ Mail Guard
Recruitment Rules, 2010, communicated by Directorate vide letter No
.44-14/2009-SPB-I dated 28.01.2011, for
I.
25% on the basis of Limited Departmental
exam by promotion from amongst MTS of with three years regular Service in the
grade including service put in, if any, against an erstwhile Group ‘D’ post on
regular basis as on the 1st
January of the year to which the vacancies belong and
II.
25% by direct recruitment on the basis of
Limited Departmental exam limited to Gramin Dak Sevaks who have worked at least
five years in that capacity as on 1st January of the year to
which the vacancies belong,

Vacancies for holding the exam:
The Examination for filling up the posts of Postman/ Mail
Guard will be conducted for the vacancies of the years 2011, 2012 and 2013. The
vacancies in Postman/ Mail Guard cadre for conducting the exam, for the years
2011, 2012 and 2013 will be notified later, separately.

Eligibility Criteria:
The
following categories are eligible to take up the Postmen/Mailguard
examination.
I.
For the
Vacancies 2011
a)
MTS
i)
MTS who have put in
three years of regular service in the grade including the service if any put in
erstwhile Group ‘D’ on regular basis as on 01-01-2011.
b)
GDS
i)
GDS who have worked for
at least five years in that capacity as on 01-01-2011.
ii)
Age limit shall be 50
years as on 01-01-2011 (relaxable by 3 years for OBC and 5 years
for SC/ST)
II. For the Vacancies 2012
a)
MTS
i)
MTS who have put in
three years of regular service in the grade including the service if any put in
erstwhile Group ‘D’ on regular basis as on 01-01-2012.
b)
GDS
i)
GDS who have worked for
atleast five years in that capacity as on 01-01-2012.
ii)
Age limit shall be 50
years as on 01-01-2012 (relaxable by 3 years for OBC and 5 years for
SC/ST)
III. For the Vacancies 2013
a)
MTS
i)
MTS who have put in
three years of regular service in the grade including the service if any put in
erstwhile Group ‘D’ on regular basis as on 01-01-2013.
b)
GDS
i)
GDS who have worked for
atleast five years in that capacity as on 01-01-2013.
ii)
Age limit shall be 50
years as on 01-01-2013 (relaxable by 3 years for OBC and 5 years
for SC/ST)
Note: All eligible MTS/GDS may be permitted to
appear for the examination even though there are no vacancies in the Division.
6.
Pattern & Syllabus for the examination:
In accordance with the instructions contained in Directorate
letter No. 45-14(ii)/2012-SPB-I dated 31.07.2012, the revised pattern and
syllabus for the examination is furnished below:
I.
Candidates shall be subjected to an Aptitude Test of the level of 10th
class/matriculation covering the following subjects/topics:

(ii) 25 marks- Regional language*- Objective Type/
Multiple choice questions
*
Where the regional language is also English the Part ‘C’ shall comprise only
one segment on English language of 50 marks, consisting of 50 questions of
objective type/Multiple Choice Questions.
II. DURATION OF EXAMINATION: 90 minutes
III. QUALIFYING MARKS:
a.
Parts A and B - Minimum 10 marks for OC, 8 marks for SC/ST and 9
marks for OBC* candidates in each part.
b.
Parts C (Two segments) - Minimum 10 marks for OC, 8 marks for
SC/ST and 9 marks for OBC* candidates in each segment.
c.
40% marks for OC, 33 marks for SC/ST and 37 marks for OBC* candidates
in aggregate.
* Not
applicable for filling up posts by Limited Departmental Competitive Examination
as there is no reservation for OBC employees while filling up posts by
promotion.
7. Venue of Examination:
The
examination will held at all Regional Head Quarters of the Circle i.e. Chennai, Trichy, Madurai,
Coimbatore.
8. Examination Fee:
The applicants have to pay an examination fee of Rs.5/-
whether they are from MTS/GDS including APS personnel and should enclose the
UCR receipt along with the application.
9. Photos:
The
applicant should enclose two passport size photos along with the application.

will be announced later.
11. Important: The time schedule
given above and the eligibility conditions relating to age, service should be
adhered to strictly and applications received after the last date will not be
entertained. All applications received
by the Sub Appointing Authorities should invariably be impressed with the date
stamp of their office on the date of their receipt. Applications without date stamp will be
rejected and the candidates will not be allowed to appear for the examination.
v The Sub appointing authorities should
forward the applications to reach this office on or before 02.11.2012.
12. The notification should be circulated
among all concerned including those who are all on leave and on deputation etc
without fail. The SPMs will send a copy of this notification to all their BOs
duly invoiced in BO slip for information of BO staff. Any complaint received in
connection with non-circulation of this notification will be viewed very
seriously and stern action will be taken on the officials found at fault
