3 Fare Rules:
Fee for Refund/revalidation/re-issuance  is levied as detailed under:
(i) First/Executive & Economy class under RBDs Y,B & M and LTC fares
(ia) On Refund -  a processing fee of Rs.200 per coupon is levied.
(ib) No re-issuance and revalidation fee is  applicable.
(ii) Tickets issued  on fares  under RBDs H to T 
(iia) Refund – Permitted up to 1 hr before scheduled departure of the flight against a Refund Fee of -Rs.500 per coupon .
  Refund of No-show ticket, permitted  against a Refund Fee of -Rs.1500 per coupon
(iib) Revalidation /re-issuance – Permitted up to 1 hr before scheduled departure of the flight against a Change Fee of -Rs.500 per coupon
  Revalidation of No-show ticket, permitted  against a Change Fee of -Rs.1000 per coupon
(iii) Tickets issued  on fares under RBDs E & S

DA from Jan 2012 – Cabinet will decide in the next meeting held on 15.03.2012

The additional Dearness allowance which is announced every six months by the Central Government to the Central Government employees and the Pensioners is based depending upon the price hike of essential commodities all over the nation.

The statistics of All India Consumer Price Index for Industrial Workers (AICPIN-IW) is increased on account of the proportionate rise in twele-month as of December 2011, regarding the additional DA to be announced from 1.1.2012, which is based on the price rise from July 2011 to Dec 2011 in about 70 selected areas throughout India. These calculation are done by the Labour Ministry and it was sent to the Finance Ministry and discussed in the meeting of the Cabinet Ministers. The decision is expected to be finalised in the next meeting.

DA from 1.1.2012 may increase 7% form the existing rate is expected. Now all the Central Government employees and pensioners are getting 58% from their basic pay (Pan in the pay band + Grade Pay), it will become as 65% from 1.1.2012. The minimum of the enhanced amount of DA will be Rs.500 to the existing employees.

After the final decision is taken from the Cabinet Committee, order will be issued by the Finance Ministry in the end of this month and the DA for the month of March will be included in the salary and the previous two month’s DA will be paid as arrears in the month of April 2012.

Enhancement of cost of memento presented to the retiring officials

The Chief Postmaster General, TN Circle, Chennai – 600 002 vide his letter no. WLF/2-304/1 dated 29.02.11  conveyed that the Circle Postal Staff Welfare Board is pleased to increase the cost of mementos presented to the retiring departmental officials from Rs.1000/- to Rs.2000/- and for GDS officials from Rs.400/- to Rs.800/- with effect from 01.04.2012.

            There is no change in the accounting procedure. To honour the retiring officials the memento should be presented to the officials retiring on superannuation as well as on voluntary basis.

Revision in the rate of voluntary contribution to Circle Welfare Fund

               During the Circle Welfare Board meeting held on 21.02.12 chaired by the Chief Postmaster General, TN Circle and the President, Circle Postal Staff Welfare Board under item No.6(1), it has been decided to increase the voluntary contribution with effect from 01.04.2012 to Circle Welfare Fund as follows and it was agreed upon by all the members.

சிகப்பு நிறத்தில் உங்கள் கண் முன்னே சிக்கன் 65 மொறுமொறுப்பாக சூடாக பரிமாறப்பட்டால் நாக்கில் எச்சில் ஊறாதா என்ன? ஆனால் இப்படி கண்னைப் பறிக்கும் நிறத்தில் உள்ள சிக்கன் 65 உங்கள் உயிருக்கே உலை வைக்கும் கேன்சர் நோயை பரப்பும் சக்தி கொண்டது என்பதை நீங்கள் நம்பித்தான் ஆகவேண்டும்.

உணவு வகைகளில் பயன்படுத்தக்கூடிய செயற்கை நிறங்கள், பயன்படுத்தக்கூடாத செயற்கை நிறங்கள் என உண்டு. இந்தியாவில் 8 வகையான செயற்கை நிறங்களை மட்டுமே உணவுப் பொருட்களில் பயன்படுத்த அனுமதிக்கப்பட்டுள்ளது. இந்த நிறங்களும் குறிப்பிட்ட அளவு. அதாவது 10 கிலோ உணவுப் பொருளுக்கு 1 கிராம் மட்டுமே சேர்க்க அனுமதி. ஆனால் இதை யாரும் கடைப்பிடிப்பதில்லை. அனுமதிக்கப்பட்ட உணவு வகைகளில் அனுமதிக்கப்பட்ட அளவிற்கு மேல் செயற்கை நிறங்களைச் சேர்த்தால் உடலுக்குக் கேடுதான். எடுத்துக்காட்டாக, உணவில் சிவப்பு நிறம் கொடுக்க பயன்படுத்தப்படும் எரித்ரோசின் அளவு கூடினால் கழுத்துக் கழலை நோய் (goItre) வரும். இந்த செயற்கை நிறங்களும் இனிப்பு வகைகளில் மட்டுமே சேர்க்க அனுமதி. கார வகையான உணவுகளில் சேர்க்க அனுமதி கிடையாது.

பொன்சியூ4.ஆர்., எரித்ரோசின் பயன்படுத்தினால் சிவப்பு நிறம் கிடைக்கும். பிரில்லியண்ட் புளூ, இண்டிகோ கார்மைன் பயன்படுத்தினால் ஊதா கலர் கிடைக்கும். இந்த மாதிரியாக கிடைக்கக் கூடிய எட்டு வகையான கலர்களை ஐஸ்கிரீம் ஃப்ளேவர்டு மில்க், பிஸ்கட், இனிப்பு வகைகள், டின்களில் அடைத்து வரக்கூடிய பட்டாணி வகைகள், பாட்டில் பழ ஜூஸ் வகைகள், குளிர்பானங்கள் என ஏழு வகையான உணவுகளில் மட்டுமே சேர்க்க அனுமதி.

கார வகையான உணவுப் பொருட்களில் செயற்கை வண்ணங்களை கண்டிப்பாகச் சேர்க்கக்கூடாது. ஆனால் நமது மக்களின் மனதில் உணவைவிட உணவின் கலர்தான் பளிச்சென்று பதிந்து இருக்கிறது. சிக்கன் 65 என்றால் சிவப்பாக இருக்க வேண்டும். அப்படி இருந்தால் மட்டுமே அது சிக்கன் 65 என்ற முடிவில் மக்கள் இருக்கிறார்கள். மக்களின் மனதிற்கேற்ப வியாபாரிகளும் சிக்கன் 65 நிறத்தைக் கூட்டி, ஆபத்தை அறியாமலேயே வியாபாரம் செய்கின்றனர்.

சிக்கன் 65-ல் செயற்கை வண்ணங்களைச் சேர்ப்பதே தவறு. அதிலும் அனுமதிக்கப்படாத செயற்கை வண்ணங்களை அளவுக்கு அதிகமாக சேர்க்கின்றனர். எடுத்துக்காட்டாக சூடான் டை, மெட்டானில் எல்லோ கெமிக்கல்களைச் சேர்த்து துணிகளுக்கு சாயம் ஏற்றுவார்கள். இன்று இதனை சிக்கன் 65யுடன் சேர்த்து விடுகின்றனர். இப்படி சேர்ப்பதால் சிக்கன் 65 ரெட் கலரில் பளிச்சென்று தூக்கலாகத் தெரியும். இதைச் சாப்பிடுவதால் குடல்கேன்சர், சிறுநீரகக் கோளாறு, மரபணுக்களில் கோளாறு என கொடிய நோய்களை உண்டாக்கி விடுகிறது.

கிழக்கு ஐரோப்பிய நாடுகளிலும், அமெரிக்காவிலும் சூடான் டையை உணவில் பயன்படுத்தத் தடை விதித்துள்ளனர். செயற்கை நிறம் கொடுக்கக் கூடிய சூடான் டை கலந்த உணவை எலிகளுக்குக் கொடுத்து ஆராய்ச்சி செய்து பார்த்ததில் எலிகளின் சிறுநீரகங்களிலும் கல்லீரல்களிலும் கேன்சர் உருவாகியதாம்.இப்படி உணவுப் பொருளில் கலப்படம் செய்து வியாபாரம் செய்யும் வியாபாரிகள் உணவு தடைச் சட்டத்தின் பிடியிலிருந்தும் ஈஸியாகத் தப்பி விடுகின்றனர்.

உணவுக் கலப்பட வழக்குகளில் ஆஜராகும் வழக்கறிஞர் காந்திமதிநாதன் கூறும்போது: ஃபுட்கலர்ஸ் விற்பவர்கள் மீது சட்டப்படி எந்த நடவடிக்கையும் எடுக்க முடியாது. அந்த ஃபுட்கலர்ஸ் உணவுப் பொருட்களில் கலந்து உணவுப் பொருட்களுக்கு நிறத்தைக் கொடுத்த பின்புதான் அது குற்றமாகிறது.

கலப்பட உணவுப் பொருட்களின் மீது வழக்குத் தொடரவேண்டுமானால் முதலில் தயாரித்து வைத்த உணவுப் பொருட்களை மூன்று பாகங்களாக சாம்பிள் எடுக்க வேண்டும். முதல் பாகத்தை உடனடியாக கெமிக்கல் லேபுக்கு அனுப்பி கலப்படத்தை உறுதி செய்து, ரிப்போர்ட் வாங்கி அந்த அடிப்படையில் வியாபாரியின் மீது வழக்குத் தொடரவேண்டும். மீதமுள்ள இரண்டு பாகமும் சுகாதார அதிகாரியின் கட்டுப்பாட்டில் வைத்து நீதிமன்றத்தில் வழக்கு விசாரணைக்கு வரும்போது சுகாதார அதிகாரி கட்டுப்பாட்டில் உள்ள உணவுப் பொருளின் இரண்டு பாகங்களை நீதிமன்றம் மூலம் மத்திய பகுப்பாய்வுக் கூடத்திடம் ரிசல்ட் கேட்கவேண்டும். அந்தச் சூழ்நிலையில் கண்டிப்பாக உணவுப் பொருள் கெட்டுப்போய்த்தான் இருக்கும். மத்திய பகுப்பாய்வுக் கூடத்தால் சரியான ரிசல்ட்டை கொடுக்க முடியாது. இதனால் வழக்கு நிற்காமல் அடிபட்டு விடும்.

எடுத்துக்காட்டாக சூடான்டையால் நிறம் ஊட்டப்பட்ட சிக்கன் 65ஐ சாம்பிள் எடுத்து கெட்டுப்போகாமல் இருக்க பார்மலின் என்ற கெமிக்கலை சிக்கன்-65 மீது ஊற்றி வைப்பார்கள். அந்த கெமிக்கல் சிக்கன் 65யின் முழுப்பகுதியையும் அடைய வாய்ப்புக் குறைவு. அப்படி கெமிக்கல் படாத இடம் முதலில் கெட்டுப்போய் மொத்த சிக்கன் 65ஐயும் கெட்டுப்போகச் செய்து விடுகிறது. அதனால் அதிலிருந்து சரியான ரிசல்ட் எடுக்க முடியாமல் போய் விடுகிறது.

உணவுக் கலப்பட சட்டத்தைப் பொறுத்தமட்டில் வியாபாரிகளுக்கும், சில பங்களிப்பு இருப்பதால் வியாபாரிகள் எளிதில் தப்பிவிடுகின்றனர்” என்கிறார். அதனால் தேவையற்ற கெமிக்கல் கலர் பொடிகள் சேர்த்த சிக்கன்களைத் தவிர்ப்பது ஒன்றே இதற்குத் தீர்வு?

நாகர்கோவில் தலைமை தபால் நிலையத்தில் மன்னர் கால தபால் பெட்டி ஒன்று புதுப்பொலிவுடன் பயன்பாட்டுக்கு வந்துள்ளது. குமரி மாவட்டம் தமிழகத்துடன் இணைவதற்கு முன்னர் திருவிதாங்கூர் சமஸ்தானத்தின் கீழ் இருந்து வந்தது. அப்போதும் மாவட்டத்தில் சிறப்பான தபால் சேவை நடைபெற்றது. இதற்காக பல்வேறு இடங்களில் தபால் பெட்டிகள் வைக்கப்பட்டன. இரும்பினால் ஆன மோல்டிங் செய்யப்பட்ட மிகவும் உறுதியான தபால் பெட்டிகள் அப்போது பயன்படுத்தப்பட்டன.

நாகர்கோவிலில் ஒரு சில இடங்களில் இதுபோன்ற மன்னர் கால தபால் பெட்டிகள் இப்போதும் பராமரிக்கப்பட்டு வருகின்றன. மேலும் அவை பயன்பாட்டிலும் இருந்து வருகிறது. அந்த வகையில் கடுக்கரை பகுதியில் பராமரிப்பின்றி காணப்பட்ட தபால் பெட்டி ஒன்றை தபால் ஊழியர்கள் எடுத்து நாகர்கோவில் தலைமை தபால் நிலையத்தில் வைத்திருந்தனர். இங்கு வந்த உயர் அதிகாரிகள் அந்த தபால் பெட்டியை பயனுள்ள வகையிலும், பழமையான பொக்கிஷத்தை பாதுகாக்கும் வகையிலும் நடவடிக்கை எடுக்க கோட்ட தபால் அதிகாரிக்கு உத்தரவிட்டனர்.

Volunteers to work as Physical Training Instructor in PTC, Madurai

1. Applications in the prescribed proforma enclosed are invited from eligible officials to work as Physical Training Instructor at PTC, Madurai on deputation basis for a period of 3 years. PAs with a minimum of 8 years of service is eligible to apply.

2. Officials should have passed in the matriculation or an equivalent examination and they should possess a certificate in physical education from a recognized institution.

3. Occupation of quarters and stay within PTC campus is compulsory. The declaration to this effect should be furnished in the proforma prescribed in the application form.

               4. This may please be brought to the notice of all eligible officials working in your office including those who are on leave, deputation, training etc without fail. Applications of willing officials have to be submitted to DO on or before 16.03.2012. Willing eligible officials may please contact D.O for proforma.

Cocktail of popular drugs may cloud brain

Many people are unaware that dozens of painkillers, antihistamines and psychiatric medications from drugstore staples to popular antidepressants can adversely affect brain function, mostly in the elderly. Regular use of multiple medications that have this effect has been linked to cognitive impairment and memory loss. Called anticholinergics, the drugs block the action of the neurotransmitter acetylcholine, sometimes as a direct action, but often as a side effect. 

SBI to slash interest rate on Education Loans

The country's largest lender State Bank of India (SBI) today reduced interest rates on education loans by up to 1 percentage point across various segments, a move likely to be followed by other lenders. Education loans up to 4 lakh have become cheaper by 0.25 percentage point to 13.50 per cent against 13.75 per cent.

However, loans between Rs 4 lakh and 7.5 lakh will be available at 13.25 per cent against 14.25 per cent, a sharp reduction of 1 percentage point.

Loans beyond Rs 7.5 lakh will cost 0.25 percentage point less at 12 per cent.

Under this education loan scheme, loans up to Rs 10 lakh for studies in India and up to Rs 20 lakh for studies abroad are given.

Non submission of Enumeration Report to HO

            The PMs / SPMs have been instructed to collect the enumeration of ordinary mails figures of their office and the officer under them and to send the enumeration report to the concerned HO on or before 23.02.2012. But it is noticed that most of the SOs have not submitted the enumeration report to HOs till date even after expiry of one week from the fixed time.

            The SPMs are simply stated that the figures are not received from BO and the regular SPM is on leave. This is not correct. It is the responsibility of the SPMs to get the figures from all concerned to submit the report to HO in time.

            All the SPMs are hereby instructed to despatch the enumeration report properly to the concerned HOs on or before 05.03.12 and it is also informed that severe action will be taken against the SPMs those who have not submitted the report.

Revision of monthly ceiling of purchase of fuel for genset

         During the recent period the duration of power failure at all the places has got increased, the usage of genset become more. As the monthly ceiling of purchase of fuel is 20 litres only, many of the SPMs are requesting to permit them to purchase fuel for more quantity on various occasions in a month.

          By considering the above it is hereby ordered that the PMs / SPMs may purchase at a maximum of 60 litres of fuel for their office genset if any required then and there without obtaining prior permission from this office. It is also clarified that if more quantity is required than the above limit proper approval should be obtained from this office in advance. This revised ceiling limit will be in force till 30.06.12
