Implementation of Redesigned Network for First Class Mail

In accordance with Dte lr No. 30-7/2012-D dt 01-02-2012 communicated vide CO lr No. ML/108-130/2012 dt 03-02-2012 the orders contained in the above Directorate letter, the following instructions are issued to take effect from 15-02-2012.

1)    The RMS Mail Offices in this Region are classified as L-1 & L-2 as follows:-

1)    All the HOs / SOs in this Region will close the following bags to their linked Mail Offices as follows:-

(Despatch from POs to Level – 1 (L-1) and Level – 2 (L-2) Mail Offices)

a)    As the volume of mails for TD and Non-TD will be less in most of the offices, closing of two separate ‘L’ Bags and two ‘R’ Registered Bags may not be justified.

b)   Therefore it is ordered that two separate ‘D’ Bags (one containing TD Mails and the other containing Non-TD Mails) should be closed by each Post Office to the linked L-1 / L-2 Mail Office as the case may be.  The Account Bags hitherto sent in the existing Mail Bags for the linked Mail Office may be sent in the ‘D’ Bag containing TD Articles.

c)    Post Offices would continue to retain station articles i.e., articles to be delivered from the same Post Office in case of both Unregistered and Registered articles.

2)   On receipt of the above mail bags from HOs / SOs, the L-2 Mail Offices will open both TD & Non-TD bags separately and process the Non-TD mails first and prepare LBs / RBs to all the L-1 Mail Offices wherever justified.

3)   All the L-2 Mail Offices will close two bags (viz., ‘L’ & ‘R’ bags) to the linked L-1 Mail office containing Non-TD Mail and despatch them to the L-1 Office in the existing mode of despatch.

4)   The L-2 Offices will close Mail Bags for the linked HOs / SOs as usual.

5)   The L-1 Offices, on receipt of ‘L’ & ‘R’ Bags from the linked L-2 Mail offices will open the bags (Due Bags) and dispose the mails to all the other L-1 Mail Offices as prescribed

6)   The L-1 Mail offices which receive First class Mail from other L-1 Mail Offices will dispose mail & close bags for the linked HOs / SOs as is now.

7)    The L-1 offices which receive mails disposable through its linked L-2 Offices will process them and despatch to the concerned L-2 Mail Offices in the existing mode of despatch.

8)    The L-2 Mail Offices which receive TD mails from its linked HOs & SOs will dispose the mail received from the linked L-1 office and close ‘D’ Bags for the linked HOs / SOs, as usual and despatch through the existing mode of despatch to connect day’s delivery.

9)    The above Mail Arrangements are applicable in respect of FIRST CLASS MAIL (Both Registered & Unregistered) ONLY, including MOs (Money Orders).  In respect of all other articles, the present mail arrangement will continue.
All the above mail arrangement should be followed from 15-02-2012 strictly and any lapses will be viewed seriously.
