one day Strike on 28.02.2012 served by Postal Joint Council of action comprising NFPE, FNPO, All India Postal Extra Departmental Employees Union & National Union of GDS and Bharathiya Postal Employees Federation & its affiliated associations


The Postal Joint Council of Action, comprising of NFPE, FNPO, All India Postal Extra Departmental Employees Union (AIPEDEU) and National Union of Gramin Dak Sevaks (NUGDS) and Bharathiya Postal Employees Federation & its affiliated associations has given a notice to go on one day strike on 28.2.2012.
        The staff may be apprised of the fact that most issues raised in the Charter of demands do not fall within the purview of the Department of Posts. The staff may also be appraised of the facts that the Department is committed to consider the issues raised in the charter of Demands within the frame work of the existing rules and instructions of the Government of India / Department of Posts.
        The following instructions are issued for strict adherence in connection with the proposed strike
01.     No Leave of any kind to any official / GDS except in the case of hospitalization, should be granted during the period of Strike.
02.    Absence will be treated as participation in strike and dealt with as per Rules.
03.    It should be ensured that the employees willing to perform their duties are not harassed / prevented from entering office to perform duty by the striking employees.

04.    Cash and Stamps should not be remitted through bags from the evening of 27.02.2012. If Cash and stamps are essential, remittance may be got from HO / Cash Office by Special messenger only. The SPMs should remit the excess cash if any to HO/CO on 27.02.2012 itself and keep only the minimum amount and the SPMs may take appropriate measures for the safe custody of Cash and Stamps remaining in the office.
05.    Police security may be sought from local police station, if the situation warrants during the strike period.
06.    Control Room will function at Divisional office from 27.02.2012 1530 hours till normal functioning is restored. Any untoward incident may be reported over phone to this office immediately. Phone no : 220953, fax no : 232552
07.    Adequate security arrangements should be made for the safety of departmental property particularly the sophisticated equipments like MPCMs, SB LAN, Servers, UPS, Generators etc.
08.    The Staff should be clearly informed that participating in the Strike would apart from Loss of Pay for the period of Strike under the principle of "No Work – No Pay",
invite action in terms of provisions contained in Rules of the Department. The provisions of FR 17-A in respect of departmental employees and corresponding provisions in GDS Conduct and Engagement Rules will be invoked in cases of incitement, instances of violence/sabotage, etc.
09.    During the last Strike, number of officials reported that though they were willing to attend the office and perform the job, because of the picketing at the entry point they could not do so. The matter has been examined by the Directorate and it has been decided that in regard to the proposed strike taking effect on 28.02.2012, the employees / GDS who do not intend to join strike will submit individual application to the Divisional Head intimating about their non participation in the Strike, latest by 27.02.2012. And it would be ensured that such employees / GDS are allowed to enter the office premises and if for any reason, it is not possible, arrangement may be made for their reporting for duty at some other suitable place with adequate security arrangements in co-ordination with local police authorities.
10.    The SPMs will bring the contents of this letter to the notice of all BOs under their control, through BO Slips without fail.
11.    The full details of particulars of Strike regarding the names of the officials participated in the strike and the names of the officials performed duty should be submitted to Divisional office immediately after the strike is over.
12.    A special attendance Register in a separate sheet should be maintained for the strike period, in addition to the existing attendance register in each office and after the end of the strike, the special attendance register sheet, noting the staff attendance and absenteeism should be sent to Divisional Office for record.
