A
copy of Director (Foreign Post), Chennai lr.No.GE/Misc-CP 72/2010 on the above
mentioned subject is reproduced below for information, guidance and necessary
action. This may be brought to the
notice of all concerned under proper acquittance.
This
is regarding ensuring the enclosure of Customs Declaration forms (CD forms)
along with all the international outward postal articles. In this regard, this
is to inform that despite the fact that CD forms can be downloaded from India
Post Website, it is still observed that this office receives international
outward parcels without CD forms or with incomplete CD forms i.e. without the
description, weight & value of the
contents. The Assistant Commissioner of Customs, Postal Appraising Department –
Air, Meenambakkam, Chennai – 600 027 has also reported that with regard to
export of medicines (Pharmaceutical products / Health supplements etc., ) the
senders fail to submit the documents such as Invoice, Purchase bill,
prescription and NOC from Assistant Drugs Controller Unit. Similarly with
regard to export of statue, the parcel does not contain any purchase bill or
Antiquity Certificate from the Archaeological Survey of India. It has also been
reported by the Assistant Commissioner of Customs (PAD-Air), Chennai that he
telephone / mobile numbers furnished by the senders in the Customs Declaration
forms attached to the parcels appear to be incorrect on verification in some
cases.
Hence, it is requested to issue suitable instructions to
all the Post Offices to advise the Customers to give correct
declaration of the items and also to mention correct contact numbers in the CD
forms. It may also be ensured that no foreign article is forwarded to this
office of Exchange without Custom Declaration forms along with necessary
documents as mentioned above to enhance speedy disposal of articles within the
country and effect quick delivery of the articles in foreign administrations.
